Executive summary

Cuba's medical mission in Mexico, launched in 1985 and currently active under the Henry Reeve Contingent and Cuban Medical Services model, maintains 3,140 active collaborators out of 4,040 accumulated historically. Documented labour abuses include salary retention — workers receiving as little as 6% of contracted amounts — alongside sexual harassment (100%), exploitation (95%) and surveillance (78%). Doctors are forced to falsify medical statistics and engage in political activities. On 17 June 2025, it was revealed that IMSS-Bienestar spent 2.019 billion Mexican pesos to bring, deploy and maintain Cuban professionals; of that amount, 472 million pesos were paid directly to the Cuban state company Comercializadora de Servicios Médicos S.A., in euros, between July 2022 and December 2023. With nearly 3,900 Cuban healthcare workers sent to Mexico between 2022 and 2026, the country replicates the systematic labour exploitation scheme already documented in Venezuela and Brazil.
