Executive summary

The Cuban medical mission to French Guiana never materialized despite negotiations spanning 2018 to 2020, during which CTG president Rodolphe Alexandre sought roughly 100 Cuban specialists, only for the initiative to stall amid Franco-Cuban disputes over contractual models and ultimately be replaced by a broader foreign-recruitment program.
