Guyana Francesa
Executive summary
The Cuban medical mission to French Guiana never materialized despite negotiations spanning 2018 to 2020, during which CTG president Rodolphe Alexandre sought roughly 100 Cuban specialists, only for the initiative to stall amid Franco-Cuban disputes over contractual models and ultimately be replaced by a broader foreign-recruitment program. With zero personnel ever deployed, no participation statistics exist to compare against independent sources, and no case-specific labour violations were documented on-site. However, the standard framework of forced-labour conditions—governed by Resolution 368/2020, Cuba's Penal Code (art. 176), and Migration Law provisions—remained the governing structure Cuba sought to impose. A mission that existed only on paper, yet still carried the machinery of state-controlled labour export.
